The appointed contractor was a joint venture between an HDI contractor and an experienced structural contractor who had the expertise to finish this project successfully. This was done in order to give training and exposure to the local HDI contractors in reinforced concrete work.

On site training in steel reinforcing, shuttering and concrete works was also given. The project included the full participation of the community from the project identification phase up until the completion of the construction. The contractor mainly made use of local labour.
